Throughout this century American society has continually reaffirmed its concern for the health and well-being of its mothers, infants, and children. Initiatives to reduce infant mortality have included efforts to improve prenatal care, increase coordination between services, and provide more comprehensive services. Infants born with medical problems have special health care needs that mandate efforts to provide and coordinate comprehensive services. These include medical, social support, nutrition, and educational sendees. The very first White House Conference convened in 1909 by President Theodore Roosevelt emphasized the importance of comprehensive health services for mothers and infants.
