Throughout this century American society has continually reaffirmed its concern for the health and well-being of its mothers, infants, and children. Initiatives to reduce infant mortality have included efforts to improve prenatal care, increase coordination between services, and provide more compre­hensive services. Infants born with medical problems have special health care needs that mandate efforts to provide and coordinate comprehensive services. These include medical, social support, nu­trition, and educational sendees. The very first White House Conference convened in 1909 by Presi­dent Theodore Roosevelt emphasized the importance of comprehensive health services for mothers and infants.
